I also make a variation much like the F-Bomb. I make the tubes a bit longer and them wrap the excess around the top fold, and then put a rubber band around the roll. I use a cotter pin to keep it from unravelling.

I would imagine they are some kind of standard size (if there is such a thing in the rubber band industry) - Something you could get in bulk easily. Sorry I don't know the actual dimensions - I've been out of the game too long!

I use ST - 12 - 10 for my grenades and it works quite well.
As for the triggering band similar to the F-Bomb try lobster bands, personally I just cut a small piece of the same tubing I use for the body and it works too.

I tried filling a bigger one with 24oz but I didn't spread it out enough in the tubing so it broke when I threw it. That thing looked like a banana when it was full!
I used a meat marinator with a piece of refrigerator drinking water tubing on the needle so it was thick enough to hold the surgical tubing.

Another system I've come up with uses a 3-way stopcock, basic baxter solution set (normal bore size), 60cc luer syringe, catheter tip adaptor, and two check valves. It works like this:
CATHETER TIP ADAPTOR ATTACHED TO GRENADE
[OUTPUT CHECK VALVE, ALLOWS OUTFLOW BUT NO BACKFLOW]
|---[CHECK VALVE to allow inflow this way: <-]------IV SET---IV BAG FILLED WITH DILUTE PAINT (just spike it and use a funnel)
[60cc SYRINGE, LUER LOCK TIP]
This works so when you pull back on the plunger, it draws paint into the syringe. When you push forward on the plunger, the paint is forced into the surgical tubing through a check valve, which prevents backflow. This works great to rapidly fill grenades.
