I believe it has more to do with reducing valve bounce... You typically need a harder main spring with a fluted hammer, so your pump stroke is a little stiffer, but the valve opens more cleanly- going from full close to full wide and back to full close quicker, wasting less air.
The moving mass isn't being moved by air, so it shouldn't have any effect on efficiency directly.
