My friend and I were sitting in a bunker at the top of Omaha Beach at D-Day Oklahoma waiting for the game to start. Right when they blew the whistle the seal on his thermal lens went bad and his whole lens fogged up. You couldn't see his eyes. lol. It was pretty funny but he was screwed. lol.
We ripped the 2nd lens out and tossed it and tried to find someone with some anti-fog on them but couldn't and his lens just kept fogging. He had to walk all the way back to the JT vendor booth and buy another lens, install it, and walk all the way back into the game.
Ahhh, good times. lol

The point is, a thermal pane lenses acts just like a thermal window on your house. Thermal windows rarely, if ever, fog because of the insulation properties of the air space between the two panes.

Ok.....but even a partial vacuum crushes things. The point is that the vacuum is far too powerful for plastic (polycarbonate) lenses to withstand.
Further, household windows do NOT employ a vacuum. Many use plain old air trapped between the panes to act as an insulator. However, many windows now are being charged with various gasses that insulate better than air.
This website (thrid para) supports the idea that there is an air pocket in the lens rather than a vacuum. However, I've not yet found a very strong authority source on the subject.

Regardless it is the gap between the lenses that does the trick.

But I agree, there has to be some air in between the lenses. I wouldn't be suprised if it's a bit below atmospheric pressure, making it a partial vacuum, but there's got to be some gas in there.
