QFT - It would seem the surface wasn't completely clean when the first layer of paint was laid. You can keep adding more layers but, like you wrote, it won't really get any better. Only way to make it right is to sand it all down & start over w/ a clean surface.

now, if your plastic is a more soft, bendable nylon feel to it (like most gravity feed hoppers), you also have to sand that baby down to break the surface up, then soap-soak it again, then you are set for paint.

it most likely starts underneath the paint, where the plastic is not clean.

When it comes to painting, be fastidious with your prep work. Prep is the foundation of the paint job and if it sucks it will always show up.
