First off, I definitely like the creativity behind this design. Is it the kind of mechanism that is likely to replace electros as the high-ROF weapon of choice? Not likely. However, that shouldn't necessarily stop you from trying to build it! If you have the resources and patience to pull it off, you'd certainly have one of the most unique markers in existence.
To do the theoretical work behind this you'd need to understand epicyclic (also known as planetary) gear trains. I don't think I could explain the analytical methods over the forum, plus I don't know what kind of mathematical and/or engineering background you have. If you want to look into it further, I learned about these systems from this textbook
. Some of the topics in this book require previous experience with statics, dynamics, and kinematics - but the sections on gear trains are relatively straightforward (as far as math goes) if I remember right.
Also, you can probably find something smaller to use besides bike chain. I'm sure you could find smaller chain and/or timing belts from lots of online stores. Here
