It's not tied to the ground.

-Hard to explain-
He is attached to the rope lets say on the far left side
the hay is ten feet to the right of the rope so (25 feet away from the horse)
However all the horse has to do is walk to the right side of where the rope is attached and eat the hay :P
-C-130 rollin' down the strip
-Airborne Rangers on a one way trip
-Mission unspoken, Destination unknown
-Airborne Ranger aint never comin' home.

I believe he means the pole where the horse is tied is in the middle.
