Are you able to use Apex barrels in an actual tournament?

hmm I wouldnt see why not. Unless the rules state that all markers have to shoot the standard 150 feet.

Yes, they're completely legal unless someone outright says they aren't. In all standard rules, they're fine.

I used mine at a tourney. Either they didn't know what it was or they didn't care, but I am sure they didn't care. I am guessing this is a speedball tournament, if it is it really doesn't matter unless your using the drop shot or curves due to the small size of the field.

I'm pretty sure they're illegal in most tourneys, that is what I heard anyway.

I would think it would be totally illegal! That totally defeats the purpose of hiding behind certain bunkers like dorito's. Bunkers and angles exist for a reason and the Apex would defeat the purpose.

Where did you hear that?

I've never seen a tournament rule set that barred the Apex. While it may give some advantage on curve shots, it gives a big downside as you fumble with it to get dialed in right. That's something you usually can't do in speedball - not enough time at all.
