My friend has one, and we stuck a Q-Loader on it. It emptied the Q-Pod in 3 seconds, so it can do it.
Note: The Q-Pod wasn't all the way full because we tightened the spring a little extra to ensure the feed.
Granted, he has an 07 Rail, so they could have changed it. On his marker, you can do most firing modes (NPPL, PSP, Millienium, and NXL) anywhere from 10 to 30 BPS (including 13 and 15.4)

i have a blade trigger set real tight, so you barley have to pull it to shoot, and with out ramping, maybe, 17-20 on a good day for my hand
with ramping and one trigger mod probably 20-25 with out chopping.
with eyes off, no ramping: 15-20 and ramping:20-30 (breaking balls madly)

They can, in theory whack out 30bps. The board certainly can, the internals will manage it at a pinch, providing their properly maintained - the problem is having your air at a constant recharge to keep up!
[Yes, I know there's different editions... PMR / PMR SE / CAMO PMR / UL PMR... the internals are identical, the differences are exterior, and do not enhance performance per se.]
