what to upgrade

I have to disagree with the first part of this. I use a 16" and a 20" Smart Parts barrel, the first a Progressive, and the second a Tactical. While the drawbacks of the 20" barrel are many, I have to say that at 100', the 20" is more accurate than the 16", and more accurate than any other barrel I have used or seen used on my field (*which, unfortunately, does not include any Stiffi's*).
Now granted, its not much of an increase in accuracy at all (*and the reason why I use my 16" barrel instead of it most times*), but it is there, maybe an inch at 100'.
12-14" barrels, in my experience, tend to have the best compromise between maneuverability and accuracy.
So in answer to your original question, I think the increase from 16" to 20" would increase your accuracy, while changing HPA tanks would not.
I also think that you probably would not get your moneys worth out of that upgrade.......best to spend that cash on a high quality paint like a Marbalizer or a Hellfire and run it through your current setup.

How it is online. We can't tell what's going on with some one in real life.

No. I barrel with 8 inchs unported plus 8 of porting is the most accurate, so 16 inch the most accurate.
The most efficient barrel is an 8 inch unported but accuracy suffers without porting on most barrels (the palmers brass, though, is deadly accurate without porting)
2-3 inch sizers are the most efficient and accurate, not 6-8 inch like everyone thinks.
