First off, is a 98c able to run with HPA with only a remote coil as a regulator?
Secondly, scuba tanks and fill station vs. store refills? which would be a better idea in terms of cost?

not many stores fill hpa, just take it to your pro shop

A remote line isn't a regulator in any way. But yes, a 98c will work with HPA.
If your field has fills then getting fills there is the way to go, if not then scuba tanks are better.

There is a regulator on the tank.

your tank has the regulator not your remote line but yes they both work on a 98, i use both my self.
if you can afford the scuba tank and adaptor/fill station its way cheaper in the long run, 20 fills and most dive shops only charge 5$ to fill them. i fill off a scuba tank my self.

Make sure it's a high pressure tank or it won't work.
