I'm currently designing a paintball mortar that runs off less than 125psi. With my current design I've calculated muzzle velocities in exess of 350fps and ranges approaching 325-350 yards. Basically it's a coaxial pneumatic potato gun that will use compressed air or CO2 to launch paint greneades or a specialized 3lb carpet bomb type round. Other than using a lower pressure relief valve to reduce pressure and velocities to make it field legal what can I do to make this thing safe to use and possibly patent and sell.

What's so bad about this? Does it violate something?
