Also, in reading the article I'm thinking the marker the kid used was one of the Brass Eagle pump guns. Around 2004-2005ish they had to re-release their talon or whatever with one of those new and improved end caps. Everyone knows how completely SHIZZLY [I DON'T WASH MY HANDS AFTER I WIPE] Brass Eagle is, so the only real surprise is that a 12g CO2 can travel fast enough and is massive enough to kill.

Yes, as long as it is kept at room temperature. CO2 is only problematic inside a tank when the tank is exposed to warmer temperatures.
If you have a remote line, you could go outside (or at the field, just be outdoors), and attach the remote to the tank and vent it into the atmosphere. Just be careful and control the hose so it doesn't swing around and possibly hit something.
