Pumps come in three basic styles, Nelson Values, Sheridan Valves, and Cocker style. Nelson valves are Phantoms, Carters, and a couple of others. Nelsons are typically single tubed markers. Sheridans are the older brass models. Autocockers were originally pumps anyways. Any of the three can be used in the style you describe.
I'm a Nelson fan myself and you can get a good used Phantom for less than that price. But, I suspect that you should try searching the BST for a good autococker style.

any pump does. They all have all of two moving parts (the bolt and hammer). All have maybe 5 orings tops. They can't get any easier. Whatever you choose...honestly...it will be simple...you can't make an advanced pump really (unless you are talking pneumatic assist, and that isn't a pump to me anymore). They all are the same, a valve, a hammer, a bolt, and some springs...voila...you has a pump.
