So, I have two Tippmanns that, turned down all the way, shoot above 320fps with the stock springs. The 98c has a non-stock power-tube, otherwise both that and my a-5 have stock internals. Does anyone know how I could get these markers to shoot at a legal speed?

Get a spring kit. Putting in a lighter hammer spring should do it.

If you want to play before you'll be able to get new springs, cut your current spring. Take off about 1 loop at a time to make sure you don't take too much off, and test it after every time you cut. Leaving the gun cocked will help weaken the spring a bit.
