Tanks with on/off valves tend to be just a little bit longer, about 1/2 inch due to the taller valve.
Edit: just realized they had every size except 9oz on there. 9 ounces are just as long as 7 ounce tanks but about 1/4 inch bigger in diameter.

Tanks less than 2 feet long and less than 2 inches in diameter are exempt from hydro, material has nothing to do with it. The 14 ounce may fall under that if it's just a heavy coating or slightly thicker walls.
Steel tanks can and do rust, and should be inspected internally every several years, but need not be hydrotested
