That would be the way to do it and get the most gas efficiency.
A lot of poppet valves that don't give much blowback have no seals, they just rely on a close fit between the pin and valve body (http://www.warpig.co...angelrat.shtml)
You could fill in the hole in the back of the valve body with JB weld, then after it cures drill it out at just the right size for a close fit with the valve pin.
You'd still get some blowback though, and might need to cut the back of the power tube flush with the valve body and or remove the o-ring from the hammer to keep what blowback does get through from pushing the hammer back.
