I'm curious about the Spec Ops barrel covers. In the most unbiased way possible, please tell me whether or not the cover affects the barrels performance in any way. Specifically, does it make the barrel louder? Your help is appreciated, thank you.

I'm assuming you mean the Barrel Skins.

I can tell you that the material used is very breathable and doesn't hinder airflow. I have had no reports at all about sound signature changing either louder or quieter.

I use them on my barrels, mostly during the wet rainy weather. They do help keep the rain from getting inside the barrels. As for performance, I have only used them during the rain and windy days. And have seen a difference over non-covered barrels (better :D ). I use vanguard barrels, and its about the same on either the creed or my cocker pump.
