1.) it should take you a little longer than 20 min to paint a marker properly.
2.) $.97 paint is going to rub off in a few games.
3.) you really should have taken thee marker completely apart before painting.
theres a reason people spend hours painting their markers, because it is very noticeable when you rush through things.....
its really not that hard to do a good paint job, even on a budget(a decent can of spray paint only cost about $6, i am a fan of Krylon Professional) and it shouldnt take more than a few hours on a weekend:
1.) disassemble and strip the old paint off as best you can...
2.) give a light sanding with fine grit sandpaper(>400grit)
3.) wash all parts with warm soapy water and let dry
4.) apply first coat using an even sweeping motion( dont worry about getting it all in one pass) and let dry
5.) continue until all parts aree coated evenly and let dry and allow paint to cure...
....thats about it

Hehe... having a peeling marker is good motivation for doing it right the second time. There are plenty of great instructional topics here on the forums for painting your marker, please read them. One quick tip: prep work is so important, what you do before you even push the button on that paint can is more important than anything else.
